Tree Removal Guidelines
A step-by-step guide to exemptions, other controls, Council approval and what happens after approval.
Tree removal on private property, Level 5 arborist advice and Council permit support.
Need to remove a tree on private property in the Northern Beaches? We check the Council pathway first. If approval or an Arborist Report is required, our AQF Level 5 Consulting Arborists can assess the tree, prepare the supporting documentation and help you through the process. We check the exemptions first, so you don't pay for a report you may not need.

Do I need Council approval to remove my tree?
If your tree is over 5 metres high, Northern Beaches Council approval will generally be required before removal unless a specific exemption applies. The first step is establishing the correct Council pathway.
Not always. Some trees and circumstances are exempt from a Northern Beaches Council permit, while other tree removals require Council approval. We check the Council pathway first so you know whether you need a permit or Arborist Report before paying for unnecessary documentation. Council publishes an exempt tree species list.
Sometimes. Council states that a qualified arborist report is delivered with applications to remove significant trees, and its current Tree Removal and Tree Pruning Application specifies an independent qualified arborist. Examples of significant trees include:
Our professional standard is AQF Level 5 Consulting Arborist assessment. We tell you plainly at the start whether your tree is likely to be treated as significant and what that means for the report. If Council has asked you for an Arborist Report, send us the Council correspondence and photographs of the tree.
A Tree Removal Report provides Council with professional arboricultural evidence about the tree, its condition and the reasons removal is being considered. Depending on the circumstances, the assessment can cover:
The assessment helps determine whether the evidence supports removal or whether the tree can reasonably be retained and managed.

This section is our arboricultural advice, not Council policy.
Removal may need to be considered where there is:
But a cavity, fungal activity, lean or sheer size does not automatically make a tree dangerous. Research associated with tree biologist Dr Alex Shigo showed that trees can compartmentalise injured and infected wood. Equally, a green canopy does not mean a tree is structurally sound. What matters is the location and extent of the defect, how the tree has responded and what would happen if it failed.
A defect is only part of the picture. Our AQF Level 5 Consulting Arborists, with more than 32 years of arboricultural experience, consider the whole tree, the site, potential targets and reasonable management alternatives. Sometimes the evidence supports removal. Sometimes it shows the tree can reasonably be retained and managed. Both are valid outcomes.
For significant-tree removal applications, Council's current application specifies an independent qualified arborist. Our consulting arborists hold AQF Level 5 qualifications. For the imminent-danger exemption, Council specifically requires an AQF Level 5 arborist or equivalent.

Council has a specific pathway for a tree that is an imminent danger and high risk to life or property. It requires written confirmation from an AQF Level 5 arborist or equivalent, and a copy must be sent to Council.
A tree is not automatically an emergency because it is large, leaning or close to a house. Its condition and actual risk need to be professionally assessed.
We review the tree, property and reason for removal against Council's current exemptions and approval pathways. If an exemption appears to apply, we explain that before recommending a report.
Where professional assessment is required, an AQF Level 5 Consulting Arborist inspects the tree and site, considering health, structure, defects, targets and the reason removal is proposed.
Where a report is required, we document the assessment, supporting evidence and arboricultural recommendations for the relevant Council process.
Where approval is required, Council assesses the application and makes the decision. The report supports the application; it does not guarantee approval.
Once the appropriate exemption or Council approval is established, tree removal can commence.
Get the tree checked before you apply
Send us your property address, photos of the tree and any Council correspondence. We can check the likely pathway before you pay for unnecessary documentation.
Where approval is required, Council's application also needs the relevant site plan and the property owners' consent. If a Tree Permit is issued, replanting is to be carried out in accordance with the conditions of the individual Tree Permit. There is no single replacement ratio to assume for every property.
Council also warns that removing, damaging or lopping a tree without consent can result in a fine, even on your own property, so establish the correct pathway before work begins.
If removal is connected with a new home, extension, pool, driveway or other development, the pathway may differ from an ordinary private-tree application, and the arboricultural assessment can form part of the Development Application.
Tree removal conditions vary across the five wards. See all five Northern Beaches wards.
Balgowlah, Seaforth, Fairlight, Manly Vale. Constrained lots, neighbouring trees, older buildings and redevelopment can make tree removal decisions more complex, particularly where mature trees are close to homes and boundaries.
Dee Why, Brookvale, Freshwater, North Curl Curl. Established residential areas, redevelopment and smaller sites can bring mature trees into close proximity with homes, driveways and neighbouring properties.
Belrose, Davidson, Forestville, Killarney Heights. Larger trees, bushland interfaces and biodiversity considerations can affect the removal pathway, particularly where native vegetation and mapped biodiversity controls are relevant.
Narrabeen, Collaroy, Cromer, Elanora Heights. Established canopy, varied terrain and residential redevelopment mean tree condition, property impacts and Council requirements often need to be considered together.
Newport, Avalon Beach, Palm Beach, Bayview. Sloping sites, native vegetation, large mature trees and difficult access can make tree assessment and removal more complex.
Our Northern Beaches case studies contain real arborist reports. For tree removal and safety assessment, the Narrabeen and Church Point cases are particularly relevant because they involve assessment of individual trees rather than development-related tree impacts.
They show the evidence considered when assessing tree condition, structural defects, risk, retention or removal, surrounding property and the appropriate arboricultural recommendation.

Google reviews from Northern Beaches Tree Permit Services clients and from Arbor Express, the consulting arborist team behind Northern Beaches Tree Permit Services.
“Robert provided a relaxed and very professional service. He listened to both parties disputing the removal of a tree, and his comprehensive report resolved the issues between them.”
“Rob was thorough and shared our concern for our trees, which had extensive psyllid dieback. His detailed report was accepted immediately by council, and his environmental approach was much appreciated.”
“We were concerned about some large gums dropping sap and expected to remove them. After the Northern Beaches arborist's review we were convinced the trees were healthy. A very big saving.”
No. Council states that a qualified arborist report is delivered with applications to remove significant trees, and its current Tree Removal and Tree Pruning Application specifies an independent qualified arborist. Other exemptions and pathways can apply.
No. Council states it will not approve removal of healthy, stable trees, or removal for views or solar access.
No. The report provides arboricultural evidence supporting the application. Council assesses the application and makes the decision.
The cost depends on the tree, the site and what Council requires. We provide a written quote before work begins.
Council requirements can change. Confirm current requirements with Northern Beaches Council before undertaking tree work.
